I read Lil's report on the town meeting. And once again I am astonished at the gall this council even consider additional holidays for the employees. Its not enough that we paid out 5% pay increases to all of the town employees just last fall which included the part-time employees. This was a huge expense since several of the employees hold more than one position the increase was a 10 to 15 percent increase.
When do we say enough is enough! This council is not looking out for the best interest of the citizens. Seems as though they are out to get all they can get before a new Mayor gets in office.
Since when do we need a bargaining tool such as holidays. If three holidays makes that much of a difference let the people find another job. I would be the farm that you couldn't pry any one of the employees from the cush positions they have.
The attorney is right, you have to pay all employees overtime if they work more than 40 hours.
It is against the law to do otherwise.
I have a question, now if you hold two or more positions for the town just how much vacation time do you accrue? One employee position equals 34 days of vacation, sick, etc., so if you hold two positions do you get 68 days? How does that work.
It makes sense, after all if you can work two jobs in an eight hour period as our city employees do, you would get double vacation time under the current system set up by our Mayor. You know the old saying," Lets milk it for all its worth!"
I have not heard any talk of an amphitheater around town. Not one citizen I talk with has mentioned this which makes me wonder how long the Mayor has been cooking up this deal.
Where are we getting the money for this project and who is benefiting from it. There is more to this than we know.
Last but not least, I believe we have bigger worries than trashcans being left along peoples driveways. Although citations would generate more revenue if fines are enforced. And at the rate our council is spending money we need to cook up more schemes to rob the taxpayers.
Lets see how can we generate more money in order to pay for the new city hall, theater, sewer, and more perks for the city employees?
1) We could put up toll booths from traffic light to traffic light.
2) Charge a fee for visiting the new city hall after all its theirs not ours.
3) An annual fee per child to play at our city parks
4) A walking fee for using the sidewalks to get exercise.
5) A breathing fee for using up city air.
Yes these make about as much sense or should I say cents as all of the other bologna they are throwing at the citizens.
As for the Field of Dreams, is this being funded by private citizens and not the town? Why do we have a Parks Director if the private citizens have to be responsible for the parks. This is another waste of our tax dollars.

I doubt anybody could get benefits from 2 jobs no matter who you work for. That don't sound legal.I don't know if you are a salaried employee if you have to pay overtime if you are working on a base pay if you have a understanding you may need to work after certain hours.But I don't have a legal background. It was said by the citys owm attorney they could be made to go back and pay for overtime, and I guess he would know.
It's stupid to worry about anybodys trash cans, where ever they are.What about all these people who run their business out of their house and leave all the big machines and crap parked in there yards?What about our own council member who has her own back yard loaded up with crap you can from 70 hwy driving by.Clean up your own garbage before you worry about somebody elses.Next thing you know they'll want to tell you you what color your house can be.Keep your mind on whats really important and quit worring about stupid stuff.

I have been think about what Lil reported and what I've heard around town and all I can say is that I see city and county property taxes going up and I don't mean by alittle either. Look at the facts. The Fire Hall come in over what it was suppost to be. The City Hall will probably come in over budget since build keeps going up. And NOW the school board wants their money back and we all know what the solution will be we the taxpayers will pay for it like usually unless we stand up and tell these people they have a budget just like we do and they need to stick by it. We need to vote all these lifetime public servants out of office from top to bottom and elected average joes like me and you to office because we know what a budget means.

I'm sure those old guys retired so they could sit down there at that hole in the ground and watch the kiddie park. They want to sit up on the hwy and keep up with who goes by and what they're doing.The kiddie park is just the little ones. Their parents need to set up a schedule where they can watch the park themselves.It's bad enough the citys going to start keeping it up when all ages can't even use the park.Is that age discrimination?
I read the Herald online and they didn't mention half the important stuff i read on here. But they mentioned the old people watching the park.

I attended the meeting for the city council to go the bids for the fire dept. and city hall.The fire hall had 4 bidders with the lowest coming in at $448,640.00.This was for mostly 2 new bays, enlarging existings garage doors and facing the building. This would not have changed the inside of the building at all.The city council voted to reject all bids for the fire dept. It was brought up DW had talked to Eric and Bernice about an alternative since they all thought this was too much money to put into the old building and still having a old building when you're finished with it.They talked about putting a new metal builing along the back of the old one is now. The architect said he had checked with local builders who do this and it would cost about about $40 a square foot. And to teat down the old building and fill in the back property to level it out could cost as much as $70,000.They will discuss more about what they will be doing about the fire dept.
The bid for the city hall that was lowest was also from the same builder. It came in under expected cost.$848,844.00.This did not include things like phones, security, etc. this would be extra.While Whitfield and Tidwell voted to reject all bids on both the city hall and fire dept. Hayes, Martin, and Reed voted to accept the lowest bid on the city hall and go forward.
Now here's my opinion and you're intitled to yours too.
They said the cost of building was just going to go up the longer they waited to build. But, it has gone down instead.The city hall came in under budget and the fire hall way over. Yet the same architect came up with what these 2 should cost.How could he be so far off?
The one dept. that could save your life and everything you own was not a first priority for at least 3 of these people.
Also want to let people know Vance Smith also attended the meeting.So I guess he has my vote.

White Bluff Judge announces retirement

White Bluff General Sessions and Municipal Court Judge William Hamilton announced to The Dickson Herald yesterday that he is retiring, effective immediately.
Hamilton, who has been the judge in White Bluff for the past 25 years, said he was moving out of the city limits and would no longer be eligible to serve the eight-year term for which he was just elected last August.
“I want to thank all the people who voted for me and putting their trust in me, but due to some complications and the fact I’m leaving my residence in the city limits, I can no longer serve,” Hamilton said.
Hamilton is not an attorney, but was grandfathered into his position before the law changed making it necessary for a general sessions or municipal court judge to be attorney.
At the Tuesday White Bluff city council meeting there was a brief, heated debate about Hamilton’s legal residence between Hamilton and city code administrator Keith McClurkan, who said Hamilton did not live in the city limits.
“ I think we need to address the fact that we have a judge who doesn't live in the city,” McClurkan said.
"You're talking over your head here," retorted Hamilton, who was speaking to the council and mayor about his concerns with fair code enforcement.
"I know for a fact you don't live in the city,” McClurkan replied.
Hamilton did not want to elaborate on the city council meeting.
The White Bluff City Council meets the first Tuesday of the month at 7 p.m. at White Bluff City Hall.
The issue of who will fill Hamilton’s vacancy should be addressed then.
Hamilton, who is also retired from Chrysler, said he assumed the White Bluff officials would appoint someone to fill his place in the interim or the city may have to hold a special election.
White Bluff Mayor Danny Williams said he’d rather not comment because he was caught off guard, and he’d rather the city attorney Stan Reynolds comment on what happens now as far as filling the vacancy. Reynolds could not be reached for comment by press time.
Fire station location still being debated in White Bluff

C & I Design representative Jeff Corlew addressed the council and Mayor Danny Williams at the city meeting Tuesday concerning their options after bids to remodel the city's fire station were higher than expected.
"As you all know the bids for the new city hall came in lower than what we expected," said Corlew. "However the fire hall came in considerably more than what we excepted. To the point that it may make more sense to build from scratch versus trying to remodel the old building."
The lowest bid came in at $453,000, roughly $100,000 more than projected, which did not cover the cost to remodel the inside of the old building, just to add bays and structural changes to the outside of the building. Corlew suggested that the city consider doing a concrete slab and metal building, possibly attaching it to the current city office building. The building would be 60x100 and built either directly behind the current fire hall, or possibly off to the west side of the building. Corlew estimated the cost would be between $375,000- 425,000, since the city already owned the land.
"If we did this, we could use our city office building for the fire department to sleep after we moved into the new city hall," Williams said. "I believe it makes more sense to see if Jeff's (Corlew) idea could work."
The council approved spending $2,000 on topography map to find out if there is enough room to build a brand new building along side the city office building.
In other business, heated words and allegations we're exchanged between the city's judge William Hamilton and the city's code administrator Keith McClurkan. Hamilton said there needed to be a “fair” enforcement of city codes and McClurkan said that Hamilton did not live inside the city limits of White Bluff, which is required for the city judge.
Also a second reading to rezone 1255 Taylor Town Rd from residential to mixed residential and professional business was approved.
A second reading to rezone 137 Main Street from highway commercial to mixed residential and professional business was also approved.

At the council meeting the judge said several things.On the day he was to hear some cases on people cleaning up their property McClurkan approached him and sold him one of them had been worked out. Sure enough he looked at the docket and there the name was.The judge then had to appoint someone else to hear it because of this.He also said he didn't want o have to have the citys code man arrested.Was what he did against the law?I know the council members are not to be gathered together unless it is in the public.So?
He also said all residents need to be treated equally.A man was living in a storage building there in town and working on cars there.David Powell was living on the top floor of a commercial building.A man that had asked to be rezoned to work on cars in the new garage he built had been turned down. So why was this guy living in a storage building there working on cars?He said the city might be in some trouble in the future if they didn't stop doing some of the things they were doing.I don't know exactly what he was talking about there.Mr Mayor pretty much said you take care of your business and we'll take care of ours.
Thats when Mr. McClurkan came up and said the judge didn't even live in the city limits.The judge told him YOU DON'T KNOW THAT.Back and forth. Don't guess he liked what the judge had to say.If the judge resigned because of living out of town I wonder if he is concerned about fall-out from it?
And some people wonder why I go to council meeting.Maybe now some of you get it.
I don't want to be treated better than other residents, I do want to be treated as well. And so should you.
Fed Up With "Jerk-in" McClurken!
It's time for him to go! It's been time for him to go. It's WAAAY PAST time for him to go. He should have been gone a long time ago. Ever since the abuse of City Vehicles/Picture Taking Deal. And the Mayor should have been removed as well. Remember: "I don't work for you!" Both are idiots!
That whole deal with the Judge, every body has known for years that the Judge did not live in the City Limits. It was all ok UNTIL the Judge said something to "Jerk-in" McClurken about fairness in Codes. Fairness? In this Town? Since When? The only fairness that I can see coming out of City Hall is the statement made by "Well-I'm-A-Nut" Williams: I don't work for you! Hey, that is fair - to be fair. He doesn't work for anybody except Span Clan!
McClurkens behavior is likened to that of kids on a playground. What did the Judge's residence have to do with Unfair Codes? "Well you don't live in the City Limits!" That was the only comeback that he could produce? Na-na-na-boo-boo! So there! Playground behavior. Again, we've all known where the Judge lives.
All foolishness and griping aside. Mr. McClurken really needs to go. He's not fair, never has been. Like an earlier post said: be treated fair. I'm concerned over folks buying new homes that have cracks in the foundations. That's the just one of the few. I'm concerned about his capabilities as Codes Inspector.
Perhaps we should contact the State and ask them specifically about the duties and responsibilities as a codes inspector/enforcer. Something to produce for the next town meeting.
Heard a rumor today.Some people has been trying to get the judge out for a while now. Only to be replaced with a certain lawyer's son-in-law who works at his law firm.Are we doing the all in the family thing again? I think we've seen enough of that.
If I'm not mistaken if a judge has prior knowledge of a case he is going to hear he has to step down from it. Mr. McClurkan provided him with information before he was to hear the case. Big mistake.He should have known better than to do that. Guess he thought the judge was one of the good old boys and let it slide. Instead he did what he was legally bound to do. Good for him.McClurkan got ticked off because he brought it out in public so everyone would know what happened.THAT"S what made him mad.Seems if anyone questions what he does he goes off on them. Quite a temper there.I get who the earlier post meant about who might be the new judge if one is going to be appointed. Who is legally responsible to do this?Guess we'll find out soon enough.

A public forum for the White Bluff mayoral and city council candidates is being held Thursday, March 29 @ 7pm at the William James Middle School in White Bluff. This will be a chance for the citizens of the area to meet the candidates and see side by side, where they stand on issues concerning the future of the town. Donna Powell is coordinating and says this forum will be a little different than those held in the past. We are asking the citizens of White Bluff to submit their questions ahead of time. After each candidate gives their opening statement, the top 5 most frequently asked questions will then be posed to the candidates on the night of the forum. They will each have 2 minutes to give a response. After taking suggestions from some of the townsfolk on past forums/debates held, we decided to try this method for a few reasons. One is to to keep things timely. Secondly it gives those who may be too shy to ask in public, a voice, and lastly to be sure that at least the most important issues from our citizens are addressed, stated Powell. Mayor Bob Stone will open the forum and Tom Thomas will moderate.
Questions may be submitted no later than March 26 by emailing whitebluffelections@gmail.com or leaving your question on voicemail by calling 615-797-9005. Although your name will not be used at the forum, Donna asks that you please include your name and city of residence in any messages (just as you would a letter to the editor). This insures that the townspeople get their top priority questions answered before any others are considered.
I think that this is an important event for out town. We want people to attend not only to be informed, but also as a time to meet your neighbors, really TALK to the candidates and show your support for our town. There have been some touchy issues we've faced of late, as all communities do. I am absolutely convinced , however, that if EVERYONE and not just a FEW, get involved, then we can work TOGETHER to come to some solutions that will positively affect the future of our town. It started out like any other city council meeting, but things soon degenerated—into a heated discussion on codes enforcement and whether or not a judge lives inside or outside the city limits.
Judge Hamilton told council members he was “mad and upset” over an incident in which he said city Codes Officer Keith McClurkan had spoken to him about a codes violation case. The conversation took place only minutes before the judge entered his office and realized the very same case was on his current court docket, he said.
Hamilton said it was legally and ethically improper for McClurken to discuss the case—reportedly involving a resident cited repeatedly for having trash in his yard—with the judge outside the courtroom. He said holding such a discussion would necessitate his recusing himself.
“I sent the case to another judge, and it’s been taken care of,” said Hamilton. “I don’t want somebody to come in here and talk to me about a case that I’m going to sit up on the bench and hear. I don’t let police officers do that, and I’m certainly not going to let a codes man do it,” he said.
But Hamilton wasn’t willing to let things rest there. He went on to take the council to task over a number of other matters, all of them codes issues, which he feels the city has either ignored or mishandled.
Hamilton stated he has seen a man frequently using a storage building as a residence in downtown White Bluff, and fixing cars illegally in a neighboring parking lot, this only one block away from a man who tried several times to legally acquire a business license for a small auto body shop, but was repeatedly denied.
“ I think you have to be fair, and follow the rules—but for everybody. Nothing’s being done to stop the other man, and it’s not right,” he said.
Hamilton also took issue with several small businesses that operate daily but have no restroom facilities located within their buildings, and also alleged that local landowner David Powell lives in the top of one of his buildings—in a location technically zoned for commercial use.
“ Now you all know stuff like this is not supposed to happen,” Hamilton said.
“ This is headed in a way I don’t like,” said Mayor Danny Williams. “First of all, I have been elected to run this city, and a lot of these departments answer to me. You’re elected by the people to run the court. We don’t tell you how to run your court, and I don’t feel like you ought to be up here telling us how to run the city.”
“ I’m not trying to tell you how to do your job, I’m not. I just don’t want to hear, later on, people saying, ‘oh, well, we sent it to the judge and he’s not doing anything.’”
Hamilton’s reference apparently was to a statement reportedly made to the original complainant in the trash violation case—a incident in which the complainant was reportedly told, by way of explanation as to why the trash had not been removed, “it’s in the judge’s hands”.
In response to Hamilton’s allegations regarding lax codes enforcement, Williams said the city is generally unaware of problems until individual citizens formally complain about them. Hamilton is free to file his own complaints with the codes administration, the mayor said.
Williams also acknowledged that several of the issues raised by the judge might need attention.
“ First of all, let me say this; a mistake was made. It’s that Keith (McClurkan) will never carry a case before this court unless a city attorney is representing. There is no reason our codes department has to come and defend the city. He’s not an attorney,” Williams said.
“ Now, that was the first mistake, and that was my fault. That will never happen again, well, because I won’t be here very long. I would advise you all and whoever else, in the future, that if the city’s going to try cases in court, we need to make sure we have representation. Again, that’s my mistake. And Keith shouldn’t be put in a position to have to come before this court and help try a case when he’s not an attorney,” Williams added.
McClurken said he didn’t have a problem with investigating the issues raised by Hamilton—but then dropped what amounted to a bombshell, this with an allegation that Hamilton lives outside the city limits, a fact which, if true, would presumably disqualify him from serving as city judge.
“ I don’t have a problem in following up on all these complaints of things being done wrong,” said McClurken. “There’s no doubt in my mind that I don’t do everything everybody thinks I should. But I think if we’re going to get down to the technicalities, what needs to be done and what doesn’t, then I think we need to address the fact that we have a judge that doesn’t live in the city. He’s an elected official—”
“ Now I think you’re talking over your head, here,” interrupted Hamilton.
“ I’m not just an employee, I’m a taxpayer, too. And I happen to know for a fact that you don’t live in this city,” McClurkan retorted. “We need to talk about that.”
After a brief but very heated argument regarding the location of the judge’s private residence, the meeting was gaveled back to order by Williams.
“ We need to move on. It seems this is an issue that needs to be worked out,” Williams said.
Hamilton apparently now intends to vacate his post as city judge. In a statement given to the Dickson Herald, Hamilton announced his resignation, citing “complications and the fact I’m leaving my residence in the city limits,” the newspaper reported late last week.
Reminds me of when that young man had some problems with the codes man last year and went the council meeting and asked if the Mayor had found out anything about it yet. That was when the Mayor said something like "I DON'T WORK FOR YOU!"
I guess now even the town Judge can't question how they run things. Makes you proud don't it?

Thanks for the post and the article. WOW, everytime I hear more about that meeting, seems the more intense it must have been. I certainly don't see any reason that any citizen, judge, town employee etc.. on either side of an issue, should not be allowed to ask good questions of the city government and expect a fair response, without recrimination. Public and elected officials should always be answerable to the people they are elected or hired to serve.

You would think if Mr. McClurkan actually worked the 80 hours a week he apparently gets paid for, he could do his job right.This is just one of the problems paying people to work 80 hours a week and not doing a good job.It's not the residents job to make a formal complaint about what anybody with one good eye can see.It's the city's responsibility to make sure employees do their job.The leaders of this town have let all this crap go on for too long already.Thats what it sounds like what the judge was trying to say.I bet you a dollar no record was put in McClurkan's employment folder. No repremand or anything. Our current mayor has done a piss poor job. Don't elect someone just like him to keep it going.

I heard that the real reason Judge Hamilton was so mad is that he saw David Powell walk away from a serious domestic assault case with only a few little anger classes to take. That along with how none of his properties are ever made to be up to code hardly and its gotta make you wonder. Why is it that Powell and the mayor seem so tight? And if they are wouldn't it be likely that he and the vice mayor would be tight? Oh, and McClurkin, too.?

Mayor Candidate Fritzell was asked what he thought about how much the new City Hall building would cost
said the only problem he had was that they should have built a bigger one
Candidate Hayes said when she was asked about how to make the council meeting more citizen friendly thinks people should have to let city hall know if they had a grievance a week in advance and then she will decide if it is they want it on the agenda for the meeting.
Candidate Smith said the meetings should follow Roberts Rules Of Order which does allow for public grievances.
Hayes and Fritzell talked a lot about growth and progress.
Smith said he does not think we need to be borrowing so much money.
Hayes and Fritzell think people having two city jobs is OK. Smith said he would look into that more if elected.
They all mentioned getting grants when asked about the sidewalks and streets.
I wonder why haven't the people there now already done that?

I was at the last city council meeting. The only person who said Williams was the best mayor the city ever had was Hayes. Tidwell didn't comment at all about his leaving. I heard the city did not turn in the paperwork for quite a few people they brought into the city.They had fill out all kinds of paperwork when they went to vote.I imagine there were some who did not want to stay that long and do that.Maybe the election would have been different if the residents didn't have to hassle with that.Wouldn't the mayor Williams have been responsible for that?Funny how his mother-in-law, which he supported won, huh?I bet all the people who opposed being brought into the city limits and fought it wouldn't vote for Hayes since she voted to force them in anyway.Just my thoughts.Think they will make the people who attend meetings stand when she enters the room?

I heard if you have a grievance by next month's meeting you have to inform the town 10 days before the meeting. I guess our rights went out the window but what do you do if the grievance come inside that 10 day period do you have to wait another whole month to ask for time to speak your mined.

The whole idea is that you can take your problems to city hall whenever you want to and let someone handle them OUTSIDE of the meeting.
Then, if that doesn't work, you're supposed to follow it up and bring it to the mayor.

Just in case you haven't seen the notice about Trace Creek being contaminated with raw sewage from the White Bluff Waste Treatment Plant, I wanted to pass on the warning told to me by a State Inspector. There is an extremely high bacterial content of e-coli in Trace Creek and you should keep everybody and their animals out of it until further notice.

Just heard back from the State Inspector that took water samples last Thursday and she said the White Bluff Waste Treatment Plant had a mechanical failure (is that like a wardrobe malfunction?) and dumped raw sewage in the creek. The bacteria levels were extremely high for e-coli. The reading was like 100,000 somethings, I forget the term she used.
Everyone needs to stay out of the creek until we are given the all clear. They will be back taking samples regularly.
I don't know who is responsible for the waste treatment but it seems like that is something else that is more important than a new city hall. We were told the Waste treatment plant doesn't have any safe guards against things like that happening.

That certainly explains what happened down there on the creek. But I am not sure knowing that will make anyone, especially those who live in that area, feel any better about the situation. I have to wonder if that is, and hope it isn't, any sort of regular occurrence.
Naturally people, in particular those such as yourself who live near there are concerned and will want to know if the state or local government will take any steps to help prevent that from happening again. And yes, one would hope those health concerns would be a priority. For sure everyone needs to heed the warnings and stay out of the creek for now. I heard today that they are getting rid of the Codes and Sewer guy and replacing him with that guy that run for mayor. I think his name was Mr. Frizzel. I just wanted to know if this is true after the sewage problems?
Is the city being fined for the dumping of raw sewage, accident or Not?Are they going to try to clean it up or let it clean itself up over time?That would be one reason to get rid of the guy they have now and replace him.I heard that same thing myself. And I haven't seen him around lately like usual either.
I just drove by the site of our new city hall and noticed that construction is well underway. What I did not notice; however, was the presence of any local citizens who depend on construction work as their sole source of income.
I can only conclude that the workers are from other communities or possibly even another country. If the latter is indeed the case, shouldn't action be taken by the appropriate authorities to assure that these workers are legal residents of this country. Surely there isn't anyone out there who isn't aware of the problems and controversy being caused in this country by failure to address the problem of illegal workers.
If it is a problem here, it has the potential of coming back to "bite us", since the construction of that project is being funded by local, county, state, and probably even federal funds.
I saw a News Channel 4 truck out buy the bargain center pulled off the road with the guy out of his truck with his camera. Does anybody know what Channel 4 news was doing in white bluff? Were they here looking at the sewage problem in the creek?

I think that may be the problem. The city hall is just about bigger than the town.
If it didn't have so many windows it would be a perfect place for the people living in the city of White Bluff to go during tornado warnings. I think it would

With all the windows in the new city hall, I wonder if they will be tented so you can't see in but they can watch everyone else. Maybe they have plantation shutters built into the decorating plans to go along with the local artwork.
