Micro Management
















I have taken an interest in the City of White Bluff's Government. Although, I have not attended some of the meetings I manage to keep abreast of what has gone on in the town. I was sorry to hear that the Mayor chastized our town council for requesting that each department within the city government present its budget to the council for review in order to determine whether their request for additional money being requested by these department was justified. I understand that the mayor deflected the request by saying that he did not want the employees to be micro-managed by the town council. That the departments would submit their request to the Mayor and in turn the Mayor would review the request and submit them to the council.

If I were a council member I would not want to vote on a budget if I was not allowed to question the content.

More important is the fact that it does not seem that the Mayor is managing the employees of the town. From what I have observed the employees do pretty much whatever they want. I would think as Mayor, he should look at the town as a business. Allowing the use of public equipment by employees other than for working would not be in the best interest of our tax payers. Such as the instance two weeks ago. I was driving through Fairview Tennessee and observed the White Bluff Fire Truck parking at a store that has been out of business for sometime. There was no one else around the establishment. And definitely no fire or emergency taking place. I drove for a ways and decided to go back. The fire truck passed me at a high rate of speed. I turned around and followed the truck. I observed the truck as it turned on White Bluff Road, then turning again at Beaver Dam Estates. There were no sirenes and I was curious so I followed the truck and found it parked at a residence.
How long the truck was in Fairview, I cannot say, the truck was at the residence for about 15 minutes.
Mr. Mayor, is this acceptable? Unless the Charter has changed,our fire equipment cannot leave the city limits unless there was a fire where we were requested to assist or a fire that was under the protection of our fire department outside the city limits.
Does anyone notice that these trucks roll all over town, I have seen employees drive them to the bank, the CeeBee Store, and for a while daily to the White Bluff Hardware store.
How cost effective is this? These trucks burn a lot of fuel, not to mention that if we had a fire,
the fire truck would have to return to the fire station so that the fire fighters
could dress in their fire fighting gear to be protected. Every minute is important when there is a fire.
My second question is, why is the fire chief who is on salary with the town allowed to drive a school bus during his shift at City Hall. If there is a fire and the Fire Chief is driving a bus on a route, which responsibility does he choose first? Does he drive the children to City Hall and expect the parents pick them up and he goes to fight the fire. Or does he continue on his route and let the someone else deal with the fire. Is he getting paid for doing two jobs in eight hours? How does this work? As Mayor you are responsible for approving any jobs that city employees are allowed to do that do not pertain to the city. Its time the citizens start noticing what is going on around them and question why the Mayor is allowing your tax dollars to be wasted. A picture is worth a thousand words.

Thank you for sending that in to the Blufwatch messageboard and for providing the link.

From what I recall the practice of the mayor of White Bluff doing all the budget before the council had a say is a recent thing. My sister was on the council when the current mayor took office, after they were both elected to the council the same year, and from what I recall this all started around that time. Personally I think that the council should play more of a part with the budget of the town.
At the last meeting I asked the council before it voted on the new 1.4 million Town Hall if they had any alternative plan in case that did not pass. There was none and far as I can tell the reason for that is one person being in charge of the budget.

I do understand that the mayor needs to be in charge of the day to day administrative duties, which should not be micro managed. And if there is a real problem with an employee the council can take some sort of action if they are not pleased with how the mayor handles that. But preparing and knowing what is going into the budget is not the same as running the departments.

As for the city vehicles, I can see why they could want emergency vehicles to be driven around town if they are on duty so they could respond if need be.
But I can't say why they should be parked in another town or staying at someones residence.
Seems ok for the Chief to have another job BUT, if he is as you say on that job during the same time he is on the clock for the town, that would something that needs to be addressed.
Other people have brought up similar matters regarding other city departments.

I think you should be able to ask city hall or at a council meeting about these things and at least get an explanation. But from what I have witnessed recently when people have questions, I could not promise you satisfactory results.

Nice to have a new site to go to. I check the Blufwatch page and I found this one. How can you drive a bus but still be available to put out a fire?

I don't think city council members asking questions about what they are voting on is unreasonable.Sounds like the mayor wanting to micro-manage the councils knowledge on details of things being voted on. That ain't right.

You know I left a message defending the fire dept. but decided to delete. I feel they really don't need to be defended. If anyone has any questions they need answered by a "real" person and not someone hiding behind a name, feel free to go the fire dept and talk to they guys. They have nothing to hide and will use their real names.
To the people who really believe this unknown, ask yourself, do I want to believe someone who is afraid to let me know who they are, or had I rather actually talk to someone who has nothing to hide?

I don't think anyone is asking questions of the fire department but the managment of the Mayor Mr Williams
You make big deal out of why someone don't use a real name. But you are a smart girl and have lived around here long enough
to know that grudges are held in this town. Sometimes by those with a little power. I bet you dollars to doughnuts you would not rock the boat against the Mayor or Council no matter what they did because you know how it is in this town.
Not because you are afraid but you know it would cause a problem for people around you. And people that don't work for the city or have kin still have to worry about being harassed. I know that happens.
So just give that crap a break about names.

Information has it that the truck was NOT in Fairview but was on Highway 96 still in Dickson County putting up information about the rural fire service. This was city business. In addition, the house the fire truck was seen to have visited, was a volunteer firefighter's house. City employee perhaps city business as well?

How to you have so much spare time from your job (from which you pay all these taxes - John Q. Taxpayer) to obtain all these pictures? Maybe it is in fact true that you are not employed at all. Don't you just have a vendetta and an axe to grind because of a 50 foot easement on a relative's property? Aren't you in fact looking for something - anything upon which you may voice a complaint?

By the way, with regard to Chief Potts, I guarantee that if the call went out for the fire department while Chief Potts was on the bus route all the children would be safe and sound and he would continue on his route. If Chief Potts drives for the COUNTY from 6:00 a.m. till 8:00 a.m. maybe his shift at the fire department for the CITY does not begin until after 8:00 a.m. Maybe his shift ends at 2:30 or 3:00 when he leaves to drive the bus in the afternoon. How do you know? Do you have records, receipts, reports or are you just speculating? What about the times during the night when we are all warm and comfy in our beds and these guys are called out on a fire? What about the weekends we see them working at the Fire Hall until all hours? Do you think they receive overtime?

Get over yourself and move on! Quit stalking people to try and prove a point. The only point you have manage to prove is that you are just an angry young man.

it is not stalking to watch how some people are wasting our tax money

and about the fire members geting out of their comfy beds
they had to know that came with the job
it don't mean they should be able to do whatever with tax money
and Potts should not be on two jobs where he would have to choose over a fire or students

Why are we paying for 2 (or more) positions that are being done by one person in an eight hour (or less) day. When you get extra responsibilities at work do you get an extra salary? A raise maybe, but an extra salary? WOW Does anybody know if the Town of White Bluff has any more openings I could use a few paychecks!
